In April 2017 Deputies uncovered a plan by a Paducah woman to smuggle drugs into the Massac County Detention Center. Deputies learned that Martha E. Barton,38, of Paducah was going to be hiding drugs outside of the Massac County Detention Center, with the intent that the drugs were to be delivered to an inmate inside the jail. Deputies located a package containing tobacco, hydrocodone, oxycodone, alazrapam and crystal methamphetamine. Deputies seized the drugs from the package and placed the tobacco back in the package and monitored it. An inmate trustee later picked up the package. Deputies monitored the package as it entered the Massac County Detention Center. After the package was delivered, Deputies charged inmate Richard Joiner, 47 of Brookport, with Contraband in a Penal Institution. Joiner was incarcerated after he was found guilty by a Massac County Jury and was awaiting sentencing on an unrelated charge. Richard Joiner is currently in the Illinois Department of Corrections and is being prosecuted by the Massac County States Attorney’s Office for the Contraband in a Penal Institution. Deputies also arrested and charged Martha Barton with delivering the drugs to be smuggled into the Massac County Detention Center.
In April 2018, Martha Barton pled guilty in Massac County Circuit Court to the charge of Controlled Substance in a Penal Institution. On 07/12/18 a sentencing hearing was held in Massac Circuit Court. Martha Barton was sentenced to 4 years in the Illinois Department of Corrections in this case.

Crystal Meth and Opioids have become such a problem, that addicted persons go to any length to get them, including smuggling them into a jail. Because of this problem, extra security measures and investigations were implemented with the Massac County Sheriff’s Office. Because of these extra measures put into place, 11 people were charged in 2017 for smuggling contraband into the Massac County Detention Center. Of the 11 charged, 5 have pled guilty in Massac County Circuit Court, with 3 of the 5 receiving sentences in the Illinois Department of Corrections. The other 6 charged are currently being prosecuted by the Massac County States Attorney’s Office.
